Everything will be built in the tribe sometimes I even get the message that my vassal went feudal and he'll have the feudal icon on his character page, but the holding remains a tribe!
Unfortunately, for some reason they cannot upgrade them. However, since it wouldn't work, I just gave the tribes to vassals and accepted that they would upgrade them to castles. That was the preferred option because I wanted to replace the tribes with cities. However, the button to press to build the new holding was always grayed out, even though I had the money to build the new holding.

The tribal sub-holding has a button saying you can destroy it and build a new holding, but the build buttons are grayed out even though you have the money to build. This is a unique situation in which a county is already feudal but has a tribal sub-holding.
